The top-two ranked American men and top-two ranked American women at the end of the 2019 World Surf League season provisionally qualified to compete at the Tokyo Games.
The ISA World Surf Games in September 2019 and the spring of 2021 are both required competitions for qualifying for the Tokyo Games.

Kelly Slater and Lakey Peterson are alternates for the men's and women's teams, respectively. They will need to surf at ISA World Surfing Games 2021 in June to continue to be eligible for the alternate slots in the games.
